I bought a house recently with a HKC securewatch alarm on it and the previous owners have no idea what an engineering code is or who might know it. This came to a head last night during a powercut when I had to open the internal siren and snip wires to shut it up (no lights + no small screwdrivers = desperate measures. What can I do (apart from paying someone 100 quid to come to my house and type in some magic numbers)?

It all depends if the engineer code has been changed or if the system is engineer locked.
You say you had to cut the wires to the internal so , presuming you have the user code then the battery it would seem is low.
The factory engineer code is 4567 you could try this first. If that doesn't work you could try a factory default of the system. Procede as follows:
Power down the system & disconnect the battery
Locate the factory link marked LK1 around the center of the main PCB
Remove this link
Power up the system & disarm using the factory user code 1111
If the system disarms enter the engineer code 4567 to access the engineer menu.
Replace the LK1 link.
If the system does not disarm with the default user code then the system is engineer locked & I'm afraid you will need an engineer to reset your alarm system.
Will I have to re-setup all the zones, etc if I do this?
Thanks for the fast reply by the way!

Yes , It defaults the panel to factory settings?
